As long as you have already obtained a Slave Collar, you can enslave NPCs whether Grouse is alive or dead, but if he is dead they will just run to Paradise Falls, enter a slave pen and disappear, and you won't get paid.

I've had an idea, perhaps we can add a "Mezzable" section to each Character Biography; one that would basically just read, "Mezzable: Yes" or "Mezzable: No. All Character Bios have enslaveable followed by a tick or a cross, if they cant be enslaved then they cant be messed, if they can then they can be messed. I can't prove it, but I believe this bug to be true.
I tried 3 times to enslave Shorty, and once on Flash, but as soon as I went to Grouse they were dead. Finally I just followed Flash on his second attempt and it worked. Also my save was just before I tried. Just finished mezzing all the raiders at the Super Duper Mart, however, I had to leave one to paradise falls as I had a problem where it would freeze right after I took off the collar, has anybody else had any problems with over-mezzing?
Heh, had a funny experience with this one. I originally did not know that mezzed people spun around when they were mezzed. I shot one of the slavers while they were sitting in a bench, and they spun around until someone popped their head off :P. I feel the Three Dog part should be removed; it's indicating that his words are law. It's common knowledge slavery is wrong. I feel this should be changed to make it clearer; this indicated that you can access the information of the people you mezzed; you cannot, you can only access the amount of people you've mezzed.
I think this should be changed so that it says you can access the amount of people you've mezzed, but nothing about the victims. It says in the notes that there is a faction of people who can be Enslaved, as well as a separate faction for the 4 in the "Strictly Business" quest.

Right after you have mezzed someone, if you holster the Mesmetron, they will turn hostile towards you.
